Construction Practice

Stephen Miller is a partner in Jones Walker's Real Estate Practice Group and practices from the firm's The Woodlands office. Mr. Miller has more than 25 years of experience working with owners, engineers, constructors, and suppliers in drafting various construction contracts and construction-related agreements, with a particular focus in the energy sector, both domestically in the United States and internationally.

He has significant energy infrastructure development experience related to power generation and transmission projects, having advised clients on turnkey design/build agreements related to the construction of power projects, both within and outside of the United States, with his international experience focused in Latin America. Mr. Miller is licensed in Texas and New York and has worked on energy infrastructure projects across the United States. 

He is also fluent in Spanish and conversational in Brazilian Portuguese, and has worked on energy infrastructure projects in Mexico, Guatemala, El Salvador, the Dominican Republic, Venezuela, Colombia, Ecuador, Peru, Chile, Argentina, and Brazil. In addition to electrical power related projects, sample energy infrastructure projects include design and construction of gas processing, liquids extraction and fractionation facilities, crude oil and liquids storage and loading facilities, LPG and LNG facilities, oil refineries and chemical plants, and gas, crude oil and products pipelines.

Internationally, Mr. Miller has experience advising clients on cross-border transactions, including tax-driven splits of Engineering Procurement and Construction ("EPC") contracts and off-shore leasing arrangements. He also has project financing experience, and has participated in the project financing of both greenfield and brownfield energy infrastructure projects, having advised both owners and project lenders on the particular project financing risks related to the construction phase of project development, and risk allocation issues related to lump sum, turnkey EPC contracts.
