A native of Norfolk, Virginia, John Moran brings to the firm more than two decades of experience in government affairs, having worked on legislative and regulatory issues for both the government and on behalf of clients in the private sector. Mr. Moran's work in Washington, D.C., has focused on the public policy aspects of international and domestic maritime transportation. He joined Jones Walker after serving as a Commissioner at the Federal Maritime Commission. He also served as Republican Counsel to the Merchant Marine Subcommittee and the National Ocean Policy Study of the Senate's Committee on Commerce, Science and Transportation and as Republican Counsel to the House of Representative's Merchant Marine and Fisheries. He also acted as Legislative Counsel to U.S. Senator John Warner of Virginia. In these positions, John worked on maritime transportation issues as varied as the Oil Pollution Act of 1990, the Jones Act, a review of the Shipping Act of 1984, vessel safety and Coast Guard programs. He also has worked on maritime transportation matters for clients as diverse as international cruise ship operators and the U.S.-flag inland and coastal tug, tow boat, and barge industry.
