A partner in the firm, Arnie Havens joined Jones Walker in January 2007. For the previous three years he was General Counsel of the United States Department of the Treasury. In this position, he oversaw the activities of approximately 1,400 Treasury Department attorneys, including those at the Internal Revenue Service (IRS), the Office of Foreign Assets Control (OFAC), the Financial Crimes Enforcement Network (FINCEN), and the Committee on Foreign Investment in the United States (CFIUS). He was involved at the highest levels of government in the interpretation, development, and implementation of a wide range of laws and regulations, including in the areas of federal tax, banking, finance, international affairs, trade, and insurance. In this capacity, Mr. Havens worked closely with senior officials across the federal government, including those at the Comptroller of the Currency, the Federal Reserve, the Federal Deposit Insurance Corporation (FDIC), and the Office of Thrift Supervision (OTS).
In addition to his recent government service as General Counsel of the Department of the Treasury, he previously served as Minority Counsel and Staff Director on the Committee on Energy and Commerce of the U.S. House of Representatives, and as Special Assistant to the President for Legislative Affairs from 1991–1993.
Immediately prior to his service at the Treasury Department, Mr. Havens was Senior Vice President for Government Affairs at CSX Corporation. During his tenure at CSX, the company’s transportation operating units included CSX Transportation, Sea-Land Service, and American Commercial Barge Line.
