Joseph Johnson, Jr. has spent most of his career assisting counties, cities, towns, and other units of local government in financing the cost of acquiring and constructing various public buildings, facilities, and other public improvements. He has worked with local governments on the financing of hospitals, schools, roads, bridges, city halls, water systems, wastewater treatment plants, natural gas facilities, and more.

Mr. Johnson's practice also focuses on a broad range of funding and related transactions. He verifies the legality of bond issuance under state law and, if necessary, assists with the preparation of legislation to enable bonds to be issued. Mr. Johnson also assists with the preparation and review of various sales documents and prospectuses for compliance with applicable law, and in the preparation of rate and other resolutions and ordinances levying taxes and use charges that will provide funds to pay bonds. He also works with the investment banks acting as bond underwriters.

In addition to his municipal bond practice, Mr. Johnson has, since the 1970s, acted as principal legal counsel for Presbyterian Retirement Homes of Birmingham, Inc., a nonprofit organization. He has assisted the organization with a variety of legal matters, including overseeing its compliance with Internal Revenue Code section 501(c)(3) and related regulations, and he delegates and supervises those legal matters that do not fall within his areas of experience.

Mr. Johnson received his Bachelor of Laws degree from the University of Virginia School of Law in 1949. Prior to law school, he attended Mississippi College, Louisiana Polytechnic Institute, and the University of Virginia.
