David Spurlock is a special counsel in the firm's Business & Commercial Transactions Practice Group and practices from the firm's Birmingham office. He has practiced in the field of municipal and public finance throughout his career, most often acting as bond counsel for a variety of governmental and public bodies in Alabama, such as state, municipal, and county governments; county boards of education; municipal health care authorities; and municipal industrial development boards.
As bond counsel, Mr. Spurlock has overseen the issuance of bonds and other securities by public bodies and has drafted or assisted with the preparation of a wide range of ordinances, resolutions, official statements, and other documents, instruments, and contracts. On behalf of various local governments, he has drafted laws for enactment by the Alabama State Legislature, with respect to subjects such as public finance and local taxation, as well as constitutional amendments that have been proposed and ratified to become parts of the Constitution of the State of Alabama.
From time to time, Mr. Spurlock has been engaged to represent governmental and other public bodies in litigation, with an emphasis on appellate practice, concerning matters of public finance and issues of state constitutional and statutory law. He has also sometimes worked in the area of private commercial litigation.
