Warren Fleet joined Jones Walker after having served as General Counsel of the Louisiana Department of Natural Resources for the previous 11 years, and also having served as Commissioner of Conservation. As General Counsel, his duties included, among other things, title issues relative to exploration and production of oil & gas, negotiation and drafting of agreements relative to land rights, and the state's coastal restoration program. As Commissioner of Conservation, he oversaw all oil and gas regulatory matters for the State of Louisiana, including unitization, injection, and mining and pipeline issues.
As chief legal officer for an executive branch state agency, Mr. Fleet was involved in the legislative process and all legal issues involving the department. He worked extensively with other governmental entities, including the Office of the Governor, the Louisiana Department of Environmental Quality (LDEQ), and the U.S. Army Corps of Engineers.
Prior to that, Mr. Fleet served as an Assistant Attorney General representing the Louisiana Department of Natural Resources and the State Mineral Board. From 1980–1985, Mr. Fleet was employed as a Landman for ARCO Oil & Gas Co., a division of Atlantic Richfield Company.
Mr. Fleet has lectured on natural resource issues at various legal seminars across the country and in Asia. He is a native of Baton Rouge.
