Dan Russell is a partner in Jones Walker LLP’s Government Relations & Legislative Advocacy Practice Group. Mr. Russell’s practice focuses on civil and administrative litigation, government relations, and gaming law.

Mr. Russell regularly represents clients before the Federal and Circuit Courts, in addition to working before the State of Florida’s Division of Administrative Hearings on regulatory matters. In particular, Mr. Russell represents a number of Executive Branch agencies with issues ranging from challenges to proposed agency rules, up to and including complex Federal class action litigation. 

In the area of gaming law, Mr. Russell represents major casino companies, Native American tribes, and gaming industry manufacturers and suppliers regarding all matters related to the development, financing, licensing, and operation of gaming and resort facilities. Mr. Russell’s clients include many of the largest gaming operators and gaming equipment manufacturers and suppliers in the world. He is one of the youngest attorneys ever inducted into the International Masters of Gaming Law, an invitation-only non-profit association of gaming attorneys, regulators, educators, executives, and consultants from around the world who are dedicated to education and the exchange of professional information concerning all aspects of gaming law. He regularly serves on panels and speaks at national and international gaming conferences.

In addition, Mr. Russell represents large corporations in national and international sweepstakes, game promotions, and other marketing activities. His unique experience in the gaming industry provides incredibly helpful guidance to non-gaming corporations which seek to market to potential customers via nontraditional marketing strategies.

Mr. Russell regularly represents clients before the State of Florida's Division of Pari-Mutuel Wagering with issues pertaining to their occupational licenses. This representation includes casino, cardroom, and pari-mutuel personnel who face challenges relating to their licenses.

Before rejoining Jones Walker, Mr. Russell most recently served as General Counsel of the Florida Lottery where he managed the legal affairs of the Lottery's $5.5 billion per year operation. The Florida Lottery, headquartered in Tallahassee, Florida, has more than 13,000 retail locations and is consistently one of the top three lottery operators in the United States. As General Counsel of the Florida Lottery Mr. Russell was responsible for handling bid protests, administrative, state and federal litigation, and all other legal matters for the Lottery. During his tenure with the Florida Lottery, Mr. Russell spearheaded the creation of the Retailer Integrity Program.

Mr. Russell is also the former General Counsel for Florida's premier thoroughbred track and casino, Gulfstream Park. As the facility’s General Counsel, he was responsible for all legal, compliance, regulatory, and risk management at the 150-acre facility, which included a horse race track, two casinos, a poker room, and an outdoor shopping mall.

Mr. Russell is a graduate of the Florida State University College of Law and the University of Florida College of Journalism.
