David Hunter is a partner in the Energy Practice Group and has been practicing law for over twenty years. His practice focuses on the energy industry, primarily on oil and and gas development on the offshore.
Mr. Hunter advises producers, offshore operators, service companies, and pipelines with respect to BOEMRE regulatory requirements, including compliance issues. More specifically, he consults clients on BOEMRE orders and NTLs, qualification, bonding, and abandonment requirements, the issuance and assignment of leases and rights-of-way, approval requirements for assignments, and continuing liabilities under the BOEMRE regualatory scheme.
Mr. Hunter has handled numerous transactions involving the sale, purchase, and collateralization of offshore properties, including a $1.1 billion transaction involving the sale of more than 200 OCS leases and the associated rights-of-way. He has also worked with a company proposing to convert an offshore lease facility into an NGL import/export facility, which has involved assessments of BOEMRE regulation of gas storage and the creation of a FERC-approved single-purpose transportation pipeline.
Mr. Hunter teaches a course at Tulane Universiy Law School on offshore oil and gas operations, which covers elements of BOEMRE oversight and regulation.
