Toni Jackson is a partner in the Corporate Practice Group. She focuses her practice on commercial real estate transactions in the area of housing and community development financing.
Toni’s practice has been the perfect marriage of practicing law and giving back to the community. With more than 25 years of real estate experience, Toni currently represents for-profit and non-profit developers and public housing agencies in commercial real estate development and affordable housing financing. She has represented clients in the development of multifamily housing, mixed-use complexes, residential subdivisions, and commercial office and retail spaces. Toni concentrates her practice in mixed-finance transactions involving tax credits, FHA financing, and other public funding. Additionally, she serves as special and general counsel to a number of public housing authorities, with a specific emphasis on US Department of Housing and Urban Development (HUD), public housing, and development issues.
Toni has closed more than $2 billion in tax credit and bond transactions and advised on the preparation of tax credits, HOPE VI, and other public funding applications. She works with numerous housing authorities and has successfully served as the lead attorney for the redevelopment of public housing units through the preparation and implementation of HOPE VI transactions, demolition/disposition applications, redevelopment plans, and capital funds financing. She also has served as counsel for PHAs’ choice neighborhood grants and the Rental Assistance Demonstration (RAD) Program as well as working on transactions utilizing Opportunity Zones investments.
Toni has overseen and conducted multi-level transactions that include the coordination of several funding sources from public and private entities. She has most recently worked with housing authorities and private developers as they redevelop housing in response to recent disasters. These transactions have included GO Zone tax credits, GO Zone bonds, and CDBG-Disaster Recovery Funds. Toni’s role involved negotiating the subrecipient agreements with the administrating agency, identifying and addressing fair housing issues, and navigating other community issues raised as a result of obtaining disaster funds. She also served as closing counsel for these transactions. Drawing on this extensive experience, she authored a chapter in a recent book on disaster funding and serves as a speaker on the topic of disaster funding and recovery.
Toni has served on several community task forces focused on housing trends, fair housing, and community redevelopment, including the creation and representation of Tax Increment Reinvestment Zones (TIRZs) in the City of Houston. Toni has been a passionate advocate for affordable housing and throughout her career has worked extensively on efforts to increase home ownership and rental housing for low to moderate income families.
Toni currently serves as a lobbyist and governmental liaison on municipal, county, and statewide matters, particularly in the areas of affordable housing, construction, specialized financing tools, and other real estate issues and concerns. She frequently serves as a speaker and guest lecturer on topics related to affordable housing and community development, fair housing and disaster funding and recovery.
