Scott Zander is a partner in the firm's Business & Commercial Transactions Practice Group and practices from the firm's New Orleans office. He practices in the area of public and private finance, often acting as bond counsel in debt offerings, and has significant experience with Gulf Opportunity Zone (GO Zone) benefits, tax increment financing, special tax districts, Federal Home Loan Bank financings, federal and local government stimulus and incentive programs, and public/private tax sharing arrangements.

In addition to serving as bond counsel, Mr. Zander has represented issuers, borrowers, underwriters, and trustees in various financings, including separate $1 billion issuances in 2007 and 2008. He also advises clients on economic development projects in Louisiana.

Prior to joining Jones Walker in 1998, Mr. Zander spent more than two years in Moscow, Russia, as in-house counsel for the oil and gas consortium Sakhalin Energy Investment Company. He also spent two months in Jakarta and Irian Jaya, Indonesia, working with an international mining company in 2001. Immediately following law school, he served as a law clerk to the Honorable Henry A. Mentz, Jr., of the U.S. Eastern District Court of Louisiana. Mr. Zander was born and raised in New Orleans and has been practicing law since 1990.
