In his talk, Hines chose to view the post-Katrina landscape as a blank canvas, offering leaders a chance to streamline local government, rebuild crumbling infrastructure, and curtail the area’s long-standing history of political corruption. Hines is quoted as saying “this is an opportunity to do it right.”
