Bill Horton, a partner in the Birmingham office and co-leader of the Healthcare Industry Team, was quoted in the Kaiser Health News article “Furor Erupts: Billions Going to Hospitals Based on Medicare Billings, Not COVID-19.”  The article provides information on how the Department of Health and Human Services (HHS) intends to distribute $30 billion in emergency funds to healthcare providers based on their 2019 Medicare revenues. Bill comments that it is a challenge HHS to determine the best methodology for distributing funds when most systems are overwhelmed by the coronavirus.
