US and foreign flag vessels operating in waters of the United States are subject to Annex VI of the International Convention for the Prevention of Pollution from Ships. Among other areas, Annex VI regulates the sulfur content of fuel oil used or transported for use for vessels operating within the US Emission Control Area.
