"Louisiana Outlines Model SOP for Emergency Response and Management Personnel," Jones Walker LLP EBulletin

In the wake of Hurricane Katrina, the need for a uniformed reentry criteria for essential personnel became evident. In response, Louisiana has outlined a model Standard Operating Procedure (“SOP”) for emergency response and management personnel at the State and local level in conjunction with critical infrastructure owners and operators and their contractors and other personnel. The SOP seeks to clarify roles, responsibilities, and processes that will be followed to insure that critical infrastructure providers are given timely and efficient access to hurricane and other disaster affected areas for the purpose of repairing the infrastructure.
