Stan Millan, special counsel in litigation at Jones, Walker, participated in a Levee Failure and Liability panel at Tulane’s 11th Annual Environmental Law Conference in New Orleans, on April 1, 2006.  His talk “Cracking the Floodwall Code” featured the Federal Tort Claims Act, Rising Tide, the Flood Control Acts of 1928 and 1965, inverse condemnation and atmospheric modification themes.  The conference was attended by hundreds of scientists, lawyers, teachers and students.
