Millan Publishes Article “CWA Waters Have a Beginning, But Do They Have An End?”

On May 3, litigation special counsel Stan Millan’s article on “Clean Water Act Waters have a Beginning, but do they have an End?” was recently distributed in a national environmental publication, BNA Daily Environmental Report (May 3, 2004) and in Environmental Reporter, (April 30, 2004). His article traces the confusion the U.S. Supreme Court has created in denying review of several wetland cases, including U.S. v. Deaton, in light of conflicting law in the circuits on the subject of federal wetland jurisdiction. Mr. Millan practices environmental law and teaches environmental law courses at several universities and law schools.
