Environmental special counsel Stan Millan was recently quoted in the Endangered Species & Wetlands Report for his recent oral argument in U.S. v. Needham, Case No. 002-30217, before the Fifth Circuit Court of Appeals. Litigation associate Tara Richard assisted. The case involves federal regulatory jurisdiction over non-navigable tributaries and ditches. He represented as amici a local drainage subdistrict and its supporting landowners. Mr. Millan currently teaches Environmental and Coastal Law at the Loyola University of New Orleans College of Law and the University of New Orleans' Paralegal Program in New Orleans.
