Recently, litigation special counsel, Stan Millan, was again successful in filing a protest before the GAO against a federal agency for awarding a multi-million dollar, multi-year contract for diving services and equipment to investigate, survey, and remove obstructions and sunken vessels from navigable waters in Louisiana. The agency misevaluated contractor proposals. Mr. Millan represented the incumbent in GAO file B-292588. As a result of the protest, the new diving services contract, whose awardee had intervened in the protest, was terminated for convenience of the government. A re-evaluation will be made of the contract proposals and a new source selection decision will be made. Mr. Millan practices government contract law before DOD, DOE, and NASA, including claims, equitable adjustments, cost principles, protests, subcontracts, small business issues, etc. for small and large businesses. Mr. Millan is also a member of the government relations practice group.
