"Setting the Legal Framework – OCSLA, Continuing Issues of Federal/State Authority, and the Rold or DOI," Fifth Annual US Oil & Gas and Renewable Energy Law Seminar, Houston, Texas

Sarah Dicharry, a partner on the firm’s Energy, Environmental & Natural Resources Industry Team and co-chair of the oil and gas team, presented at The Foundation for Natural Resources and Energy Law and NAPE's Fifth Annual US Oil & Gas and Renewable Energy Law Seminar on February 18, 2026, in Houston, Texas. Sarah presented a session at the conference on “Setting the Legal Framework – OCSLA, Continuing Issues of Federal/State Authority, and the Rold or DOI." She provided a historical overview of the Outer Continental Shelf Lands Act (OCSLA), outlined the Department of the Interior’s regulatory framework implementing OCSLA, and addressed the current status of the federal offshore leasing program and various pending issues, such as parallel leasing programs under the OCSLA five-year program (discretionary) and the One Big Beautiful Bill Act (mandatory); OCSLA Section 12(a) withdrawals; and national security pause on wind energy projects.
