Marc Hebert is a partner in the firm's Business & Finance Practice Group and practices in the area of general business law, with an emphasis on energy, marine, and administrative law and litigation. He represents a broad range of clients, including large Fortune 500 companies and small companies in the marine and energy, manufacturing, telecommunications, and transportation industries. Representation of clients includes work in the areas of marine contracts, maritime personal injury, maritime and port/homeland security, Longshore cases, insurance coverage, cargo collision, pollution, and managing cases/matters before various federal agencies, including the U.S. Coast Guard, Occupational Safety and Health Administration, and the Departments of Labor and Transportation, among others. Mr. Hebert represents domestic and foreign clients in foreign jurisdictions and before U.S. Courts and federal agencies and the U.S. Congress on regulatory, administrative, and legislative matters. He has been involved in drawback and duty deferral issues for U.S. industry for several years, and specifically has advocated for their exclusion from Free Trade Agreements before the Executive Office, the U.S. Trade Representative’s Office, the Departments of Commerce and Treasury, and the U.S. Congress on behalf of U.S. industry.
Prior to joining Jones Walker, Mr. Hebert was a partner with the law firm of Preis, Kraft & Roy in New Orleans, Louisiana, beginning in September 2002, where he managed the firm’s Environmental, International and Government Affairs Practice Groups. He practiced law with Bracewell & Patterson in Washington, D.C., from 1996–2002, and prior to this worked for the U.S. House of Representatives Government Reform and Oversight Subcommittee on National Economic Growth, Natural Resources, and Regulatory Affairs.
Mr. Hebert has published articles on both environmental and international trade law, and has written and spoken at seminars on those topics. He is an Adjunct Professor at the Loyola University New Orleans College of Law and is a member of the Greater New Orleans Barge Fleeting Association Steering Committee. He is licensed to practice in state and federal courts and is admitted in the states of Louisiana, Virginia, and Texas, as well as the District of Columbia and the U.S. Court of International Trade.
