Economic globalization and improved technology have powered substantial growth in business relationships among individuals, companies, and governments in North America and Latin America. This growth has created the need for new and enhanced legal strategies and alliances to help solidify new and emerging business opportunities; manage operations across multiple legal jurisdictions; resolve disputes; and address uncertainties involving existing and future trade agreements, domestic economic priorities, and other geopolitical forces.


Our Latin America team includes numerous attorneys with decades of firsthand experience negotiating cross-border inbound and outbound transactions between Latin America and the United States, as well as direct investments in Latin America from entities in Asia and Europe (Spain, in particular). Our dispute resolution team has handled numerous international arbitrations, as well as domestic and international litigation involving countries, companies, and individuals across South America and Central America.

Our clients include publicly traded and privately held multinational corporations, governments, not-for-profit organizations, and international trade associations. In addition to providing general counsel services, we provide specific guidance on mergers, acquisitions, joint ventures, and major infrastructure projects in the energy (including oil and gas, electricity, and renewables), manufacturing, mining and natural resources, technology, maritime, food and agriculture, pharmaceutical, resorts and hospitality, and real estate industries, among others.

Extensive governmental, business, infrastructure, and dispute resolution experience across the region

Although dozens of our team members are simultaneously fluent in Spanish, Portuguese, and English, we are more than multilingual — we are multicultural. A number of our lawyers are of Latin American or Caribbean heritage, and most have lived or traveled extensively in countries throughout the region. We are known as thought leaders and are frequently sought out by major publications and news outlets to provide commentary on issues relating to Latin American business and policy.

The following are highlights from some of our lawyers’ extensive resumes:

  • Luis Enrique Cuervo was born in Colombia and, among other distinctions, serves as honorary consul for the City of New Orleans to that country. He is licensed to practice in Colombia, where he served as an advisor to the Ministry of Justice and drafted the 1991 Code of Criminal Procedure. He advises clients across the region on a broad range of issues, including oil and gas, maritime, labor, political corruption, commercial litigation, international arbitration, International Centre for Settlement of Investment Disputes (ICSID), and transactional matters.
  • Cuban-born George J. Fowler, III, has more than 40 years’ experience providing advice to multinational clients in virtually every Latin American country. Founder of the Tulane Latin American Law Institute, he has worked closely with US congressional leaders to support the rule of law in Latin America, has represented US executives indicted abroad, and has advised government leaders on the passage of US/Cuba laws and related political activities.
  • Marc C. Hebert was appointed by US Commerce Secretary Carlos Gutierrez and US Trade Representative (USTR) Ambassador Susan Schwab to serve on the Industry Trade Advisory Committee 14, where he served from 2008 until 2010. He provides clients in the United States and Latin America with effective counsel on international trade and on maritime and environmental law, as well as representing them in commercial litigation and trade disputes.
  • Luis E. Llamas has handled cases across the United States and Latin America involving marine casualties, products liability, unfair trade practices, and alleged violations of the Foreign Corrupt Practices Act (FCPA), among other disputes. He has handled international arbitrations arising from investments in Latin America, and he regularly monitors litigation in South America and Central America on behalf of US and European interests. Luis is currently litigating multiple Title III actions regarding the confiscation of property by the Cuban government and regularly counsels clients on US-Cuba relations.
  • Stephen T. Miller is a native of Puerto Rico, fluent in Spanish and Portuguese, and well versed in infrastructure development and finance. He has spent a substantial portion of his career representing US and non-US clients engaged in electrical power and real estate projects throughout Latin America. In 2001, he was appointed by US President George W. Bush to a delegation that met with the Supreme Court of Cuba.
  • Juan V. Serrallés, IV, has handled some of the most significant cross-border transactions involving Latin America. These include the sale of El Salvador’s largest brewing and bottling company to one of the largest brewers in the world, for a total deal value in excess of $1.1 billion, and the privatization of Puerto Rico’s hotel industry, where he acted as lead counsel to the Commonwealth. A native Spanish speaker, Juan devotes his practice solely to the representation of US interests in Latin America and of Latin American individuals and companies in their US-based transactions. He regularly provides real estate, immigration, corporate, and tax advice, among other services.
