J. Davis
Pace

Position
Special Counsel
Office
Washington, DC

Davis Pace is special counsel in the Government Relations Practice Group. He advises aerospace, defense, and advanced technology companies; economic development organizations; research institutions; and public entities on legislative initiatives, regulatory policy, public-private partnerships, and government funding opportunities.

Drawing on nearly a decade of experience in Washington, DC, including more than five years of experience on Capitol Hill, followed by five years leading a public-private partnership based at NASA’s John C. Stennis Space Center, Davis helps clients engage with Congress, federal agencies, and state and local officials. He brings together stakeholders from industry, government, academia, and the military to identify shared priorities, build coalitions, and advance complex initiatives involving defense, space, advanced technology, and economic development.

Based in the firm’s Washington, DC, office, Davis also works with clients across the Gulf South, including in Mississippi, Louisiana, Texas, and Florida. He helps businesses, military installations, universities, and communities connect their regional capabilities with federal policy and funding priorities. Davis also advises emerging and mid-size companies as they identify and pursue federal research funding, private investment, and strategic partnerships that support technology development and growth.

Before joining Jones Walker, Davis served as president and CEO of the Mississippi Enterprise for Technology (MSET), Mississippi’s statutory Office of Space and Technology. A public-private partnership involving the state of Mississippi, NASA Stennis, and the state’s research universities, MSET coordinates initiatives at the intersection of aerospace, defense, technology, research, and economic development. In that role, Davis aligned the organization’s work with state economic development, NASA, and university priorities and expanded its partnerships with NASA Stennis, the US Navy, the Mississippi Development Authority, and Mississippi’s R1 research universities. During his tenure, the organization supported work associated with more than $700 million in aerospace and defense investment and expansions in Mississippi.

Davis also founded the Aerospace and Defense Alliance of Mississippi and served as its inaugural chairman. He expanded the organization’s industry affiliate program from 14 members to a statewide trade association of more than 70 companies and created the Mississippi Aerospace and Defense Symposium.

Earlier in his career, Davis held legislative roles in the US House of Representatives. As a professional staff member of the House Foreign Affairs Committee, he served as lead staff for the technology pillar of the China Task Force report and worked on bipartisan legislative initiatives involving semiconductor manufacturing and cyber diplomacy. His congressional experience also includes senior legislative roles supporting Representatives John Ratcliffe, Jodey Arrington, and Mark Walker.
