Keiana Palmer is an associate in the Corporate Practice Group, where she focuses on cross-border commercial transactions, international trade and customs compliance, and supply chain matters spanning land, air, and sea.
Keiana advises clients on the full spectrum of international trade-related matters, including customs compliance, export and import regulations, antidumping and countervailing duty (AD/CVD) investigations, tariff disputes, supply chain logistics, and cross-border distribution strategies. She represents manufacturers, engineering and design companies, global investment firms, energy companies, producers and suppliers, and bulk liquid storage, logistics, and aerospace and defense companies in navigating complex international trade regulations and developing strategic approaches to compliance and risk management.
As a member of the firm’s commercial transactions team, Keiana regularly drafts and negotiates international commercial agreements and counsels clients on structuring cross‑border distribution, sourcing, and supply‑chain arrangements. She advises clients on the development and implementation of cross‑border commercial strategies and the regulatory and compliance considerations that shape global supply‑chain operations. Keiana has particular depth in the maritime and aerospace sectors, working closely with the firm’s Maritime Industry Team on negotiated rate arrangements (NRAs), detention and demurrage issues, and other matters involving carriers, NVOCCs, and shippers, and partnering with the aerospace and aviation team on broad‑based transactional and regulatory engagements.
In connection with her transactional practice, Keiana counsels clients on international trade and customs compliance matters and trade‑related disputes that arise in the context of cross-border commerce. Her experience includes export and import compliance, tariff classification, duty assessments, navigating trade policy developments, trade investigations, regulatory enforcement matters, and administrative proceedings before federal agencies. Keiana’s combination of transactional, regulatory, and dispute resolution experience enables her to provide comprehensive counsel on a wide range of issues.
Before joining Jones Walker, Keiana was associate counsel at a boutique corporate and healthcare regulatory law firm, where she advised high-growth digital health and technology startups on entity formation, corporate governance, regulatory compliance, and strategic planning. Keiana’s prior experience in the corporate healthcare sector has allowed her to continue advising small physician practices on corporate matters related to national expansion and scaling operations for GLP-1 weight loss clinics, and general physician and nursing practices. Counseling these practices and other healthcare providers on entity structure, compliance, commercial contracting, and strategic growth initiatives as they expand across multiple states has given her insight into the operational and regulatory challenges facing businesses at every stage in the corporate lifecycle.
