Tiffany Raush is a partner on the Construction Team. She focuses on complex construction disputes.


Tiffany counsels construction clients at every stage of the project, from initial conception, design, and development through contract negotiations, construction, and final disposition. She works side-by-side with her clients, helping them develop strategic plans, proactively manage risk, and avoid disputes. Through her early involvement, Tiffany positions client for success should litigation or arbitration become necessary, ensuring they are prepared to proceed with their strongest case.

When disputes arise, Tiffany's familiarity with her clients' projects and their stakeholders translates into efficient, effective representation. She has guided project teams through complex, multi-year engagements, navigating upstream and downstream claims and resolving issues across the full lifecycle of construction projects.

Among other matters, she has represented clients in multimillion dollar disputes involving delays, acceleration, productivity losses, scope changes, and nonpayment.

Tiffany represents a broad range of clients, many of which operate at the forefront of the industry and are engaged in state-of-the-art design-build initiatives and advanced technology developments. Her clients include engineering, procurement, and construction contractors, design professionals, general contractors, and subcontractors.

Tiffany's practice is national and international in scope, with projects across the United States and Canada. In 2022–2023, she spent nearly a year seconded to a top-ranked international design and construction client, serving as its in-house managing counsel directly responsible for all US and Canadian construction projects.

Tiffany serves on the board of the Houston Bar Association Construction Law Section and the board of the Society of Construction-Law North America (SCL-NA). She served as the 2025 Annual SCL-NA Conference chair. She is a highly regarded presenter and author on legal issues affecting the construction industry. Tiffany's industry acumen has earned her accolades as a "Next-Generation Partner in Construction" by The Legal 500 United States each year since 2022.

• Infrastructure and Water Projects: Represented a design-builder in multiple litigation matters exceeding $80 million related to a multibillion-dollar water purification facility for a major US metropolitan area.
• Advanced Manufacturing: Represented a specialty welding and fabrication subcontractor in disputes arising from two high-profile semiconductor manufacturing facilities.
• Federal Projects: Represented a drainage subcontractor in a multimillion-dollar dispute involving delay and remediation claims on a US Air Force base rehabilitation project.
• Technology and Steel Manufacturing: Defended an international, steel-based technology company in federal court against claims of a 60% scope increase on a state-of-the-art facility.
• Renewable Energy: Represented a general contractor in arbitration involving a $60 million wind farm project, including delay, acceleration, and defect claims.
• Transportation Infrastructure: Represented a design-build contractor on a $2.3 billion highway project, defending against design defect and indemnity claims.
• Petrochemical Facilities: Represented a general contractor in a $35 million dispute over delay and scope claims on a petrochemical construction project.
• Power Generation: Represented a general contractor in Texas state court in claims against a power plant owner for nonpayment of change orders.
• Bid Protest and Procurement: Represented a design-build firm in a multimillion-dollar bid protest dispute.
