Marc Hebert is a partner in the Corporate Practice Group and focuses on the representation of energy, marine transportation, chemicals, pharmaceutical, agriculture and manufacturing clients.


Marc represents businesses and trade groups before US federal and state agencies, the US Congress, and foreign governments on a broad range of regulatory, administrative, and legislative matters, with a focus on international trade, customs, immigration, marine transportation, and port security issues. He also represents clients in maritime and commercial litigation and arbitration matters related to domestic and international shipping. Marc has published numerous articles on international trade, customs, maritime, and environmental law, and has written and spoken at dozens of seminars and conferences focused on these topics. He leads the firm’s international trade and trade compliance working group, advising on conducting business in foreign jurisdictions and on matters related to maintaining global supply chains. Marc’s practice also includes policy and regulatory compliance in the areas of marine recovery operations and the use of autonomous surface vessels for spaceflight activities.

Throughout his career, Marc has been active and held leadership roles in a variety of professional associations, including serving as Chairman of the Greater New Orleans Port Safety Council (2011, 2016 through 2019 and currently Ex-Officio Chairman and Member of the Executive Committee/Board) and as a member of the Seminar Steering Committee and Seminar Moderator of the Greater New Orleans Barge Fleeting Association, River and Marine Industry Seminar (2013 to present). In 2019, he was appointed by US Commerce Secretary Wilbur Ross to serve a 4 year term starting in 2020 as a member of the Louisiana District Export Council (LDEC) where he chairs the Trade Policy Committee. He previously was appointed by US Commerce Secretary Carlos Gutierrez and the United States Trade Representative (USTR) Ambassador Susan Schwab to the Industry Trade Advisory Committee 14, where he served from 2008 to 2010. He also served as Secretary, and on the Board of Directors/Executive Committee, of the Mississippi Valley Trade & Transport Council from 2008-2017, and was the MVTTC’s Representative to the Louisiana Deep Water Port & Transfer Station Task Force, established by the Louisiana State Legislature. Marc has also served as General Counsel of the Mississippi Valley Trade & Transport Council since 2015. In October 2023, Marc was appointed by Governor-Elect Jeff Landry (LA) to the Infrastructure Council as part of Louisiana Governor-Elect Jeff Landry’s Transition Team, where he was team lead for the Multimodal (Roads, Ports & Rails) Team. He led the Pelican Team for multimodal in relation to the transition's assessment of operations within the Louisiana Department of Transportation and Development, Office of Multimodal. Marc was later appointed as chair of the Multimodal Working Group for the Louisiana Coalition to Fix Our Roads (LCFOR) study to restructure the Louisiana Department of Transportation and Development, as requested by Executive Order of Governor Landry. In August 2024, Marc was appointed by Governor Landry as chair of the Louisiana Ports and Waterways Investment Commission (LPWIC) established by the Louisiana State Legislature in 2024. LPWIC’s mission is to develop a statewide plan for economic development and investments in Louisiana's ports and waterways to support international trade and domestic logistics and the supply chain.

Marc organized and serves as the co-chair of the firm’s Guyana task force, supporting the goal of strengthening Louisiana’s economic ties to Guyana’s energy, infrastructure, maritime, logistics, healthcare, banking and agribusiness industry sectors. Marc has serviced clients’ joint venture and business activities in Guyana since 2018, and in November of 2022, Marc served as the lead delegate for the LDEC trade mission to Guyana. In November of 2023, Marc assisted with the organization of the Bilateral Chamber and LDEC Trade Mission to Guyana, which focused on Guyana’s efforts to promote investment and economic diversification, explore market entry strategies, foster partnerships, and develop closer trade and investment ties between Guyana and the United States. Marc also serves on the Bilateral Chamber’s Guyana Task Force.

Marc practiced law with Bracewell & Patterson in Washington, DC, from 1996 to 2002. Before that, he worked for the US House of Representatives Government Reform and Oversight Subcommittee on National Economic Growth, Natural Resources, and Regulatory Affairs. From 2002 to 2005, he was an adjunct professor at the Loyola University New Orleans College of Law.
